Job Purpose

TCGI is a newly established insurtech-driven general insurance company, backed by the Techcombank ecosystem, with a strong ambition to become a market-leading, innovation-led insurer in Vietnam.

We are seeking a Chief Risk Officer (CRO) to join the founding leadership team and build a best-in-class, forward-looking risk management function from the ground up, enabling scalable, technology-driven and profitable growth.This is a high-impact, build-from-scratch role, requiring a leader who can balance strong risk discipline with business growth in a dynamic environment.

Enterprise Risk Strategy & Governance

  • Develop and implement the Enterprise Risk Management (ERM) framework across all functions

  • Define and manage the company’s risk appetite aligned with business strategy

  • Establish robust risk governance, policies, and control frameworks

  • Provide independent risk advisory to the CEO, Board of Directors, and Risk Committees

  • Ensure compliance with regulatory requirements, including solvency and reporting standards

Insurance Risk Oversight & Business Risk Management

  • Oversee core insurance risks, including:

  • Underwriting governance (risk selection, pricing adequacy, authority limits)

  • Portfolio performance (loss ratio, combined ratio, concentration risk)

  • Claims management (fraud prevention, claims leakage control)

  • Monitor operational and distribution risks across all channels (agency, broker, bancassurance)

  • Ensure balanced decision-making between growth, profitability, and risk discipline

Risk Function Build & Transformation

  • Build the Risk function from inception, including operating model, structure, and talent strategy

  • Establish risk systems, data infrastructure, and reporting capabilities

  • Lead risk-related activities in licensing and regulatory engagement

  • Drive risk culture and embed risk awareness across the organization

  • Develop high-performing teams and future leadership pipeline

Success Profile - Qualification and Experiences

  • Minimum 15+ years of experience in general insurance or financial services

  • Strong expertise in underwriting, claims, and reinsurance

  • Proven track record in building or transforming risk management functions

  • Experience working with regulators and solvency frameworks
