• Plan in Vietnam’s 5 years Country Strategic Plan aims at enabling all children, with a priority on the most vulnerable and marginalized, to grow up in communities that increasingly respect and promote their rights, enabling them to actively and meaningfully participate in society. This goal will be achieved through the implementation of all of Plan Vietnam’s Plan’s core areas, which include education, health, water and sanitation, protection, economic security, emergencies, child participation, and sexual health and HIV.
In order to support this growth and implement the programmatic choices in the new Country Strategic Plan, Plan in Vietnam seeks to recruit a qualified and responsible manager to structurally consolidate past successes and ensure Plan’s future programs and growth.
Purpose:
• To manage of Monitoring, Evaluation and Research (MER) team in order to help the organization strengthen its capacity and quality to meet the requirements in monitoring, evaluation and research.
• To directly work as the monitoring specialist within the MER team.
Job Responsibilities:
A. Corporate processes (Program Accountability and Learning System – PALS)
1. Monitor and report results against Country Strategic Plan through analysis of key indicators
2. Review and support the process for planning, orienting/training staff, coordinating program participatory review and analysis. Provide quality assurance to the integration of management response into the program cycle
3. Coordinating and ensuring and quality control for development of Country Program Progress Report program sections and Global reporting
4. Share program documents on PlanNet (Intranet)
5. Manage the process of program researches, reviews and evaluations (PALS).
B. Monitoring - assuring that all Program Units and Programs have the capacity and tools to adhere to minimum agreed standards for monitoring of results.
1. A clear monitoring framework in place for each program (including monitoring instruments such as indicators, data collection tools, reporting templates, analysis methods and clear monitoring plans)
2. Help all PUs and departments to effectively the implementation of the monitoring frameworks in with focus on analysis, reflection and integration of lessons learnt to program cycle from monitoring data
3. Ensure completion of project baselines in a timely manner
4. Ensure availability and accessibility of monitoring data for reviews, evaluation and management decisions
5. Coordinate all monitoring related training activities and joint monitoring visits across programs
6. Provide technical review of M&E components of grant proposals
C. Evaluation - leading all internal and external initiatives including ex. baseline assessments, mid-term reviews, final evaluations, post-intervention studies, phase-in and phase-out studies of program units, mid-term and final evaluation of the strategic country programs.
1. Oversee of all timelines for the process and follow-up as required
2. Ensure that all evaluations are unbiased and high quality
3. Ensure the use of monitoring data during the evaluation process
4. Provide inputs and quality control of quantitative and qualitative analysis
5. Review and control quality of the management response to the recommendations
6. Support the use of evaluation findings into the design and implementation of projects
7. Dissemination of reports in appropriate mode to beneficiaries, partners, staff and donors
8. Conduct participatory and non-participatory evaluation where possible
9. Support the development of an evaluation plan and framework for projects and proposals
10. Support Program Unit teams to undertake or manage phase in/out studies
D. Research - leading all organizational level research and provide quality assurance to program and program unit level initiatives
1. Ensure that the need for proposed Researches is justifiable
2. Consultants are recruited with adequate qualification and their methodologies employed are scientific and reasonable to answer the proposed research questions
3. Oversee any research timelines for the process and follow-up as required
4. Review and quality control of the management response to the research findings and recommendations
5. Provide assurance to the process of diffusion and dissemination of research findings among the stakeholders
E. Data Management
1. Ensure the development and administration of the program monitoring tools including the training, maintenance and analysis of Program and Project Module (PPM) application data and reports
2. Continue develop and use of Program Indicator Monitoring System (MIS)
3. Effectively manage the Program information on SharePoint and LAN drives through design of structure and appropriate guidelines for their use
4. Validation and consolidate program data from various sources – Basic Data Collection (Secondary), Program Indicator (Primary), Sponsorship (Primary), etc
F. Team management and Other Tasks
1. Works as the point person of Plan Vietnam in the regional MER network
2. Manage the annual budget for MER team (from core funding and grants)
3. Oversee baseline, research, review and evaluation schedule for all programs of Plan in Vietnam
4. Assist various departments and program units on strategic planning processes
5. Develop the MER Plan within Country Strategy; support programs to develop their annual/multi-year MER plans; and monitor their implementation
6. Develop, maintain and improve systems and processes to: capture the data and information; analyze key information; orient staff on use of systems; ensure accessibility of data and analysis; improve systems and process based on feedback
7. Supervise and coach other MER team members
8. Ensure that all TORs meet minimum standards and consultants hired are capable to completing the TORs
9. Carry out any other duties that may be assigned by the Supervisor within the competencies required by the job
10. Provides support and assistance to the Provincial Offices (PU’s) and Country Office (CO) as and when required
Yêu Cầu Công Việc
• University graduate, prefeered post-graduate degree in International Development, Social Sciences, or Statistics
• At least 5 years of experience in managing program monitoring, evaluation and research initiatives at an international development organization
• Experience in supervising and coaching staff
• Experience in facilitation of collaborative processes in policy development
• Experience with results based management
• Proficiency in spoken and written English
• Strong analytical skills
• Strong interpersonal skills
• Well-organized
• Willingness to undertake regular field visits and interact with different stakeholders
• Computer skills with focus on data management and publishing
• Familiarity with processes of strengthening and building capacity of organizations preferred
• Experience with rights based approaches preferred
• Familiarity of child development programs an advantage
